All Govt Agencies To Implement Open Source Software

KUALA LUMPUR, April 23 (Bernama) — The Malaysian Administrative Modernisation and Management Planning Unit (Mampu) expects all government agencies to implement open source software (OSS) by end of next year.

To date, 462 agencies from a total of 720 agencies have implemented OSS, which managed to provide a savings of more than RM47 million, said Mampu deputy director of ICT (information and communications technology) policy and planning division, Tan King Ing.

“We had utilised the OSS development model for rapid development of product at a lower cost by building upon existing solutions,” she said at a media briefing here today.

Eight OSS products have been developed for use by all public sector agencies, she told reporters.

To further contribute to the industry, Mampu and Multimedia Development Corporation (MDeC) will host the 2009 MSC Malaysia Open Source Conference from May 31 to June 3.

Call for Papers: MSC Malaysia Open Source Conference 2009

Call for Paper/Participation for MSC “Malaysia Open Source Conference 2009”.

For the very first time Multimedia Development Corporation Sdn Bhd (MDeC) with Malaysian Administrative Modernisation And Management Planning Unit (MAMPU) and jointly with the Malaysian Open Source Community together hosting the Malaysian First Open Source Conference.

The conference held in Berjaya Time Square Convention Centre from May 31st 2009 to June 3rd, 2009. The conference will be filled with working paper from domestic and international speakers.

With the theme “How the creative open source & the community can help survive the impact of economic crisis” able to stir the interest on OSS’s application and produce many more OSS’s application developers in

Of the purpose working paper call is open to all individual, University or Company who is to present on the solutions or applications. The working paper must be in knowledge sharing concept. The working paper must not contain marketing materials to promote certain product or company.

OSCC MAMPU is calling for submission of OSS Case Studies for the 2009 National OSS Case Study Awards

OSCC MAMPU is calling for submission of OSS Case Studies for the 2009 National OSS Case Study Awards.

This OSS Case Study Awards are open to ALL Public Sector Agencies including Public Higher Education Institutions (IPTA) and Polytechnics.

Presentation of the Awards will be held in conjunction with MSC Malaysia Open Source Conference in May 31th to June 3rd 2009.

The Awards are classified into three (3) groups;

Group 1: Public Sector Agencies other than IPTA & Polytechnics;
Group 2: IPTA & Polytechnics; and
Group 3: IPTA & Polytechnics Students.

Submissions of the OSS Case Studies are encouraged for knowledge sharing purpose. Please do not resubmit the OSS Case Studies submitted in 2008.

The best OSS Case Studies will also be eligible for the Final National OSS Case Study Awards 2009 which will be held in conjunction with MyGOSSCON 2009 in November 2009.

The OSS Case Study Awards are for the following solution categories:

* Desktop
* Infrastructure
* Application

Submission Template

A template for submission is provided. It is recommended that the main sections are kept as it is, however additional sub-sections can be added. Submission in Bahasa Malaysia are also accepted provided that
they follow the same formats. English is encouraged, as these case studies will also be used to showcase and share Malaysian OSS implementations to international audiences.

Submission Deadline

The submission deadline is on 8thMay 2009.

NOTE:Finalists will be able to update their submissions for final
national awards in November 2009.


All Public Sector agencies, IPTA/Polytechnics and their students are eligible.

Submitting Submissions

Please submit enquiries and the case studies, to before the deadline. If the case study files are too large to be sent by email, please provide a link.

Finalists & Winners

Group 1 – 3 finalists will be selected and awarded for each solution category. 1 winner will be selected for each category from the finalists.

Group 2 – 3 finalists will be selected and awarded for all solution categories. 1 winner will be selected for all solution categories from the finalists.

Group 3 – 3 finalists will be selected and awarded for all solution categories. 1 winner will be selected for all solution categories from the finalists.

This will make a total of 15 finalists and 5 winners.

All OSS case study submissions will be compiled and uploaded to OSCC MAMPU’s website. Selected case studies may also be compiled into a publication.

HITB Security Conference 2009 Malaysia – Call for Papers

The Call for Papers (CFP) for the 7th Hack in The Box Security Conference to be held in Malaysia is now open. The event will run from the 5th till the 8th of October and CFP submissions are due BEFORE the 31st of July 2009.

As always, talks that are more technical or that discuss new and never before seen attack methods are of more interest than a subject that has been covered several times before. Summaries not exceeding 1250 words should be submitted (in plain text format) to cfp -at- for review and possible inclusion in the programme.

A competition will be hosted by in conjunction with MSC Open Source Conference 2009 and will be held in Berjaya Time Square Hotel and Convention Centre Kuala Lumpur, Malaysia from May 31st (Sunday) to the 3rd of June (Wednesday) 2009.

We would like to invite all the members from and anyone who is interested to join the committee. The contest will be held 2 weeks before the actual event that ends on the 31st of May 2009 and the winner will be announced on that same day.

The winner of the competition will be granted cash prizes totaling RM 10,000.00 for all 5 categories. The prize money is sponsored by Microsoft Malaysia.

For now, will choose 20 applications in 5 categories
1. Forum
2. Groupware
3. Blog
4. eCommerce
5. CMS/Portal

All the applications above will be asked to support the main database of MSSQL 2008. The applications are yet to be determine but in my opinion, it would be related to WordPress, Drupal and PHPBB.

The terms and conditions for the approved application must be the support of the main database for MSSQL. There may be a training or free courses that will be held in KL on “HOW TO” use PHP with the support of MSSQL and also on how to connect PHP with MSSQL using the existing drivers in PHP or PDO. (These workshops will also be sponsored by Microsoft)

The first steps required are:
1. Participation of Volunteers
2. Suggestions for related applications. Please note again that there are 20 application in 5 categories.

With this I hope that all the members of will contribute ideas to the competition and help in raising the image of On MDeC side, participation can also improve opportunities for funding future developers. I will be updating the community from time to time with regards to this competition within this forum.
